Strategic environmental assessment (SEA)
The strategic environmental assessment (SEA) of the Hungary-Croatia Cross-border Co-operation Programme 2014-2020 has commenced based on European Commission Directive 2001/42/EC and in line with its national adaptations:
in Hungary: Government Decree No. 2/2005 of 11 January 2005;
in Croatia: Act No. 64/08.
SEA is a useful tool to emphasize the positive environmental impacts of the Programme and at the same time to avoid actions that are harmful to the environment.
The programming body (Task Force) after having examined the advantages and the possible disadvantages, decided to carry out a separate SEA procedure. This means that a joint Environmental Report was drafted in the framework of two separate procedures, as the public consultations were also managed separately. The topics of the SEA were approved by the Hungarian authorities responsible for the protection of the environment; that (managed in December 2013) was considered the official start of the SEA procedure.
In order to ensure transparent decision-making, the possibility for consultations was offered to the relevant environmental protection authorities and to the general public of both countries.
Following the publishing (10 July 2014) on the website www.hu-hr-ipa.com/en/strategic-environmental-assessment-sea- there were 30 days available
(until 9 August 2014) in the framework of the public consultation to submit comments, opinions and recommendations
(in the field of environmental protection and sustainability) to the Hungary-Croatia Cross-border Co-operation Programme 2014-2020 and to its Strategic Environmental Assessment, with sending the inputs to the indicated e-mail address.
