Project implementation

1. Are the amounts contained in Table 3 (Tendering procedures and financial thresholds) of the Guidelines indicated as gross or as net amounts?

   The amounts contained in Table 3 (Tendering procedures and financial thresholds) of the Guidelines are indicated as net amounts (financial thresholds related to PraG).

2. Will there be pre-financing for projects awarded a subsidy or will all costs be reimbursed after they emerge and are verified, further the Project Progress Report is accepted?

   The Hungary-Croatia IPA Cross-border Co-operation Programme 2007-2013, as opposed to some programmes of the previous period (e.g. PHARE programmes), is operating in a post-financing system. This means that projects awarded a subsidy cannot receive an advance grant; the first \'regular\' reimbursement of eligible costs can occur after the first reporting period. 

   In Hungary, the total amount of the Hungarian state contribution (to be granted to every eligible project part in Hungary) is transferred to the Project Partners in one amount after the stipulation of the Subsidy Contracts for the state contribution.

3. Where can I find the Practical Guide to Contract procedures for EC external actions (the PraG)?

4. Is it possible to extend an R+D+I project’s timeframe from 16 months to e.g. 18 months in Action 2.1.3?

   The maximum project duration for implementation is defined for all Actions in the Guidelines, these timeframes are not flexible and their keeping will be closely observed during project implementation.

5. Do the projects have minimum and maximum time for their implementation defined?

   As defined in Chapter 2.2 (Financing of projects) of the Guidelines, the minimum duration of project implementation is, for project proposals of all Actions, 4 months. Furthermore, project proposals must respect the maximum timeframe available for project implementation as individually indicated in relation to the relevant Action, as defined in Table 2: Community funding, sizes of subsidy from Community funding, duration of projects and selection procedures per Actions.
