Indicators

1. What does the base-line value and the target value of indicators mean?

   When giving the base-line value of an indicator you have to define the presently existing quantity of that particular indicator. In most of the cases the base-line value will be ‘0’, especially if the project aims to create something or if the target group has not been approached before. However, it might happen that the project has an objective to develop something that already exists. (E.g. in Action 2.2.1 among the optional Action-specific indicators you can increase the Number of accredited institutions from an existing 2 to a future 3. In this case the base-line value is 2 and the target value is 3.) The target value shall be the increased quantity of the chosen indicator, to be achieved by the project.

2. What is the difference between 'Action specific indicator' and 'Project specific indicator'?

   Action specific indicators are the ones which are linked to a certain Action chosen by the project partnership on the very first sheet of the AF. Project specific indicators can be named freely by the project partnership, especially if they cannot find any relevant optional Action specific indicators listed in the AF to their project.

   It is advised to find at least one optional Action specific indicator out of the ones which relate to your project and to provide the base-line (the present) and the target (the planned) value. However, if you cannot find any relevant indicators to your project here, you have to specify your own Project specific indicator(s) - a maximum of three - in the rows below.
