CBC criteria

1. What is an acceptable ratio when talking about 'balanced financing' among the Project Partners?

   Financial contribution of the Project Partners is quite evident from the fact that the minimum own contribution has to be provided by each organisation. However, the assessors will examine whether the main activities (i.e. without the administrative type of tasks like pure management of the project) are financed in a balanced way. One-sided financing and extreme differences in the financial participation of the Project Partners (e.g. projects with a 20% vs. 80% ratio) are not acceptable.

2. How can I accomplish the cross-border criteria?

   The IPA Implementing Regulation lays down four cross-border criteria: joint development, joint implementation, joint financing, joint staff. Projects have to meet at least two of the four criteria in order to receive funding from the Programme. Every criterion is divided into further parameters in the AF. If at least two of these parameters are chosen and detailed, the given cross-border criterion will automatically turn to green in the AF.
