Project changes- samples for Lead Beneficiaries
According to the Project Implementation Handbook (PIH) we distinguish between two types of modifications (PIH, 2.2.1 Modification of the Community funding Subsidy Contract, other project changes):
1. Modifications affecting the Subsidy Contract
2. Other changes in the project
Since in both cases JTS needs to be informed on both types of the changes by the Lead Beneficiary (in your own as well as in the name of the other project partners in question) and it is the JTS which confirms the change in the project back to the Lead Beneficiary, it is crucial to establish the following procedure of communication between the Lead Beneficiary and the Joint Technical Secretariat:
1. Lead Beneficiary shall advise its project partners to consult on the project changes with their respective controllers (either in Hungary or Croatia, depending on where the project partner comes from) before submitting a request for any kind of change;
2. Upon consultation with the respective controller, respective project partner has to inform the Lead Beneficiary and fills out the forms at http://www.hu-hr-ipa.com/en/download/project-changes--samples-for-lead-beneficiaries depending on whether it is project modification affecting the Subsidy contract or other kind of change in the project, and sends it to the Lead Beneficiary;
3. Once Lead Beneficiary receives this form; Lead Beneficiary needs to certify and scan it and sends it electronically to the project manager in the JTS;
4. Once the JTS gets the request it has two options:
a) Subsidy contract modification initiation
b) Confirmation of any other change
In the 2nd case, JTS then sends the confirmation of other change in a scanned version back to the Lead Beneficiary and Lead Beneficiary informs the project partner that its request has been approved/confirmed, upon which the project partner can act accordingly (filling out the necessary form for the control bodies, for Hungary see: http://www.hu-hr-ipa.com/hu/letoltesek/modositas-formanyomtatvany--magyar-projekt-partnerek, for Croatia see: http://www.hu-hr-ipa.com/hr/preuzimanje-datoteka/promjene-u-projektu-za-hrvatske-projektne-partnere ).
Please also bear in mind that from this moment on JTS can accept only one round of administration of modifications/ changes in a reporting period (except in justified cases).
The request for any kind of change must be filled in English.
At the same time of the approval/confirmation of the change, JTS will send you the updated version of the AF as well as the modified SC (addendum), if the latter is relevant.
